The opinions on making them look and stay new ranged from silver, silver hammered aluminum, to aluminum, to cold galvanized, then sprayed with aluminum while wet, to powder coat. Powder coat was the first to go as it was impossible to repair if chipped, and rust will run underneath it if given an opening. Count on the chipping to happen as the tires are mounted.

I finally went with Rustoleum Aluminum, as it is easy to find, easy to repair, and can be touched up with a small brush if needed. I sprayed them while still hanging; here are the results.
